Teen Who Plotted To Behead ICE Agents Gets Just 75 Days In Jail

An Oregon teenager accused of plotting to kill and behead Immigration and Customs Enforcement agents was sentenced Tuesday to three years of probation and 75 days in jail after pleading guilty to two counts of unlawfully manufacturing a destructive device.

Rayden Tanner Coleman, 19, received credit for time already served. Columbia County Circuit Court Judge Michael T. Clarke also ordered him to continue receiving mental health treatment, undergo evaluations, surrender his seized weapons, and pay $550 in fines and fees.

As part of the plea agreement, prosecutors dismissed 13 other charges, including first-degree attempted domestic terrorism, second-degree domestic terrorism, attempted assault, and multiple counts related to the possession and manufacture of destructive devices.

The Columbia County District Attorney’s Office did not respond to The Daily Wire’s request for an explanation of why prosecutors agreed to dismiss the terrorism charges and other counts as part of the plea deal.

Authorities accused Coleman of planning to attack federal immigration officers while attempting to recruit others into a separatist movement. According to local reporting, he wanted to establish a separatist state called “Cascadia” from which the next civil war would be fought and form a group called the “Cascadia Rangers.”

Prosecutors alleged that Coleman intended to kill and behead ICE agents and bring their severed heads to the Warm Springs Reservation as proof of his commitment to the cause and a way to attract recruits. Authorities began investigating Coleman after acquaintances — whom he attempted to recruit — reported that he had discussed killing ICE agents and using homemade bombs in an attack.

Police arrested Coleman in February after pulling him over during a traffic stop at the assisted living facility where he worked. Investigators searching his vehicle said they found glass bottles filled with sand, surveillance equipment, knives, and other materials that authorities said were connected to his plans to manufacture Molotov cocktails.

Coleman allegedly told investigators that he had been filling bottles with sand to practice throwing them accurately before turning them into incendiary devices. He also told police that he was purchasing an AR-15-style rifle from a local dealer through monthly payments. According to the Department of Homeland Security, the rifle was scheduled to arrive the day after his arrest. Coleman told investigators that if he had received the rifle, he would have carried out his threats.

DHS said in February that Coleman had authored a manifesto outlining plans to attack the Portland ICE office with Molotov cocktails and a firearm.

“Now, we have an American citizen who planned to kill ICE officers with Molotov cocktails and gun them down,” DHS Assistant Secretary Tricia McLaughlin said at the time.

Prosecutors previously notified the court that they intended to seek an enhanced sentence. Coleman had no previous criminal convictions in Oregon. 

Coleman admitted in his plea petition that he had “unlawfully and knowingly assembled, produced, or manufactured two destructive devices.”
