While not a formal treaty, the agreement was intended to serve as a roadmap toward a broader settlement to address Iran\u2019s nuclear program, sanctions relief, maritime security, and regional stability.Under the MOU, Iran agreed to cease military operations against the United States and its allies, ensure the safe passage of commercial vessels through the Strait of Hormuz, enter negotiations on a final agreement within 60 days, and reaffirm that it would not develop a nuclear weapon. In return, the United States agreed to begin lifting its naval blockade, issue waivers for Iranian oil exports, refrain from imposing new sanctions during negotiations, and pursue broader sanctions relief and economic normalization if a final agreement is reached.\u00a0Critics of the agreement argued that Tehran was stalling negotiations and using the MOU\u2019s 60-day negotiating period to buy time. Those concerns intensified after Iran and Oman announced plans to negotiate the future administration of the Strait of Hormuz, including navigation services and associated costs, after the MOU\u2019s 60-day toll-free period expires. Secretary of State Marco Rubio later warned that charging commercial vessels to transit the waterway \u201cwill never be an acceptable condition of any deal.\u201dTrump now argues that Tehran violated the agreement and negotiated in bad faith.\u201cThese people, they lie, and they cheat, and you have an agreement, and they\u2019ll go outside,\u201d Trump said. \u201cFor instance, they agreed, \u2018Well, we\u2019ll never have a nuclear weapon.\u2019 They agreed.
